I want to study abroad after 12th but i dont want to give any sat toefl can i apply in any of the abroad universties

I got 89% in class 10th this year i am giving 12th exam i wish to go abroad for further studies for engineering but i dont want to take sat or toefl what option do i have exactly can i apply to universties without giving sat or toefl test
