I want to study abroad, am I even eligible to study there, because my academic performance has been very poor.

I score 66.40% in class 10th and 63% in class 12th. B-tech in civil engineering of aggregate 58%, i had two year gap in my graduation, just pass out, no work experience, not appeared for any entrance test.
