for doin MS you have to appear for GRE TOFEL or Ilets you can go for Germany as they provide free education.

German Institutes offers free education. for getting admission into these Institutes you have to learn German language. they check overall educational background. also you have to score above 310 in GRE-TOFEL out of 350.
