CA is a professional course offered by the Institute of Chartered Accountants of India (ICAI) . ICAI is a body set up by the act passed by the government of India and is the governing body of the CA's as well as impart CA certification. If you are willing to do CA you have to register

CA is offered by ICAI which is set-up under a special Act by the Government. However, it is an autonomous body and you can not categorised as government institute.
As far as studying CA course is concerned, how does it matter whether the Government is offering it or not? Please don't get confused a

CA is type of course which is offered by semi-govt institute....ICAI. None other than ICAI can offer a degree of CA....so the only option available with you is to join ICAI
