I Want to study Mechanical engineering from Germany or other foreign country. What are deadlines, fees and list of Very good colleges?

I've scored 167 marks in Jee mains. My 12th class score is 80.8% (Raj. Board) and I had only 8 marks less than cutoff in jee advanced. And the courses available in germany are in German or English?
