i am shruti i have failed in maths subject in july i will conduct maths and chemistry exam can i eligible to civil eng or not and my cast is st is there any less fees for st caste.

if you are appearing for the supplementary exam in july then you can start doing civil engineering only from 2013. Because any engineering college whereever you apply will ask for the copy of the final marksheet indicating that you have cleared 12th board exams.
