I wnt to transfer my clg to another but for Noc my clg is demanding 4 yr full fees is tht legal??? I hv done bpharma 1yr in private clg mp

This is not legal for asking about 4 years full fee payment in advance for issuing transfer NOC for 2nd year. No one college has the right to collect the whole fee in advance on account of transfer of a student. Please write to UGC or University regarding this.
