i would like to know if scdl aprroved by aicte,ugc and dec?

Yes, SCDL is AICTE,DEC,UGC approved. for more info visit www.ignou.ac.in

Dear Vijay,
SCDL website home pages shows DEC recognition. However tripartite committee of DEC which includes other two bodies i.e. AICTE, UGC takes decision on recognition. Please note that SCDL programs are autonomus. Visit scdl.net for more details.
