In USA almost all univs. have EL.Engg it depends on ur UG marks and GRE score to apply

Hi, the best one in Singapore would be the local Govt Universities like National University of Singapore. The University will require you to appear for GRE and TOEFL. Normally the University expects the students to have at least 1340 in GRE.
