After Successfull Completion of 1 Year Ignou will give you pgdca! Then u can change University ie go to 3rd sem or 2nd year directly

no you can not change university , but you can do one thing, if IGNOU can give you PGDCA or NSC degree after completion one or two year then you can change university for MCA, if you are doing this course from any center then you can ask them about this
