It is a clear indication that the OCI will be treated as Foreign National.

A citizen of a foreign country who is of Indian origin is eligible to apply for OCI card. The OCI card holder is entitled to all rights as a citizen of India EXCEPT the following.
1. Acquire agricultural land.
2. Acquire land for plantation
3. Participate or vote in elections
4. Hold high governmen
