If a person studies for DGCA exams at home, would he have to clear PPL first and then go for CPL?

You can directly appear for CPL exams conducted by DGCA. There is no such need to appear for PPL exam first to get CPL. You can study yourself but some guidance is always good because these subjects will be new to you. So, prepare accordingly.
