Yes, why not, if you consistently fail in IIT then definitely, you will be expelled and its the case for any college across India. Well, students always fail courses at IIT. The number of for (Fail Repeat) grades awarded depends upon the professor and varies in each department. Generally, in my department (Chemical engineering) on an average 5% for grades are awarded. The maximum might go around 25-35% of the class sometimes.
