If a student has done class 10th from gulf country and 12th in India, will she be eligible to apply as a non-NRI candidate in NEET UG?

Domicile certificate maybe required in most institution. Educational purpose certificates are easier to get and requires less years and documentation. An aadhaar card always helps and voter card, land/property tax receipt exceeds the requirement.

Yes, she can apply as a non-NRI candidate in NEET UG if she has Aadhar card as proof of being an Indian citizen.
