Regarding BCA Exam: if a student has failed in the theory paper but got sufficient marks in the assignment to obtain overall 40 percent marks, is there a need to re-appear for the theory exam

One should pass in all components in the course.

He is fail because pass and fails depends on theory paper taken by university.

nope , you still need to do whatever is written on your marks card. and that is re-appear in your case :|
