If a student has not filled the form for exam of CS Executive then will the attempt be counted?

No
If you don't fill the exam form then the attempt will not be counted but if you fill the exam form and don't appear for the exam, your attempt would be counted.

No, the attempt will be counted only if you have appreard in at least one paper.
