If a student has passed in 2017 (PCB) and now giving maths as an additional subject exam in 2019. Is that student eligible for JEE paper 2?

Yes, you are eligible for both JEE Mains and JEE Advanced 2019.

Council of Architecture had not included this clause, as when you should have cleared the exams, so yes you will be eligible.
