You can apply for the CSIR NET Exam but you will be awarded the CSIR NET certificate after the completion of your post-graduation and you can apply for only JRF. But You are not eligible for an assistant professor post. You can apply for an assistant professor after completion of your post-graduation. For UGC NET Exam, you can apply after completion of the post graduation. -
Yes, she is eligible to appear for the CSIR NET Exam but only for the JRF on the basis of her graduation degree. As per the norms of CSIR 1st year, students of Post Graduation are not eligible for an Assistant Professor.

UGC NET offers an exemption to candidates from the Other Backward Classes (OBC)/ ST/SC categories for up to 50%. NTA permits students in the final year of the course to apply for the exam.
