If a student scores 60-70% in his 12th. Is it possible for him to get into an IIM if he scores good in CAT?

Yes, this is possible. The maximum weightage are given to CAT PI and components and these components contributes more than 65% in selection of a candidate. Hence, you scored well in CAT PI, and that can make it possible.
