Complete your B.Sc course and then you should opt for another exam.

There is no best time to prepare. Start as soon as possible according to your convenience. I will suggest you to start preparing after B.Sc course as CAT and B.Sc syllabuses have no connection. CAT exam needs continuous focus and you can complete the syllabus of CAT within 6 months.
