If I am not a domicile of Maharashtra and I give MH-CET and get sufficient marks, will I get admission in JBIMS ?

I scored 99.5 in CAT 2018 but got only 78.43 in DILR. I have heard that JBIMS has stopped considering students who do not have maharashtra domicile for admission

The notice regarding the All India Seats will only come out in May June for JBIMS. I suggest that you take CET exam in March. It cannot be said for sure that All India Seats would be there this time.

The admission process for getting admission in JBIMS changes every year. Last year the admission process was through DTE and there were no All India seats. For details regarding this year's admission process please wait for the official notification which will be out shortly.
