No, you will not be disqualified from applying as a general category if you are unable to produce your OBC-NCL Certificate during JoSSA counseling. The general procedure is that if a candidate is unable to produce the required category Certificate like the OBC NCL Certificate in your case, then their CRL is considered for college allotment. The Common Rank List is your actual rank in JEE, whereas the category rank is your rank in each respective category.
