If i clear JEE exam can i get good college in delhi for civil engg.! And not able to clear jee advanced

Apart from the colleges chetna mam mentioned, there is Jamia Milia, DTU. You need not score well in JEE advanced for these, just score good in mains plus 12th exams.

It will depend on the percentile ranking you get. if you are looking specifically for delhi, apply for ipu. some other private universities are shiv nadar, BML, Galgotia, Bennett etc.
