If I clear ncert book, can I clear JEE Main and OUAT entrance 2020 as a dropper?

No NCERTs are just the base for the exam but you will have to prepare on a much higher level than that. You can take help of coaching materials or Pradeeps book or HC Verma book for physics. RD Sharma for maths. -

NCERT books for chemistry are the best options for engineering entrances but for exams like JEE, you should also prefer HC VERMA and RD Sharma too.
