whenever you complete your graduation then you can give civil service exam

Yes, after graduation in engineering , you can appear for IAS or state civil service.

definately u can able to appear in UPSC exam bcoz u become a graduate. then u have to choose ur subject which u prefered for upsc exam.. thnx
