If I don't want to appear for NEET or JEE, should I switch my board from CBSE to HSC in 12th (science)? I am currently in 12th CBSE board.

I am in 12th right now & have heard that CBSE board 11th &12th matter for the students who want to appear for JEE or NEET but I am not going for either. Is there any use of continuing in CBSE? Should I switch to HSC because for getting admission in other colleges, merit matters more?

CBSE syllabus has very good reputation all over India. In case of graduation also, your plus two marks will be considered. If you can score better in HSE, then it is good to shift.
