No, failing in Paper 2 will lead to eliminating your chances of getting a good college for architecture branch (B.Arch only). For the rest of the branches, your Paper 1 rank will be considered.

Paper 1 is meant for B.Tech and BE and giving Paper 1 is mandatory that not paper 2, as paper 2 is for B.Arch.

No, it's not dependent on your paper 2. If you have cleared JEE paper 1 then you have a chance to get a college. Your JEE paper 2 will not affect it.
