If I get 130 marks in CEE and a rank of 1356 and my category is OBC. Is there any chance to get admission in AEC or JEC?

    Yes, there are much chances of getting a seat in ACE or JEC both. As your marks are good, and you have category quota also. You can take admission there. You will get admission. Good luck.
