If I get a NFTC/NFTE from my Engineering university, am I eligible or not to enroll ina 3yr B.Sc(Bachelor of Science, say Chemistry) course?

If I get a NFTC (Not fit for Technical Certification)/NFTE from the Engneering University I attended, am I eligible or not to re-enroll in a B.Sc, i.e Bachelor of Science Course, say as a Chemistry Major? What does "Technical Certification"/"Technical Education" in NFTC/NFTE mean and include?
