If I have done B.Tech, M.Tech and Ph.D in aerospace engineering. Can I go to ISRO and NASA? I want to become a scientist.

Yes, definitely, you can go to the ISRO and NASA. In ISRO, if you are a Ph.D candidate, they offer a job without interview also.
