If I take civil engineering in NIT Allahabad, can it be upgraded to computer science if I work very hard?

There is no such process. If you want to make a career in CSE only then you must opt for B.Tech in CSE. But in post-graduation, if you want to pursue M.Tech in CSE then you have to appear for GATE so that you can get a seat in IIT, IIIT, etc.
