If I've not got the cut-off marks in IIT(JAM) but have got a good percentage in graduation, can I then get admission in IITs?

    No, you cannot.
    Admission into Masters Courses in IIT solely depends on your JAM performance.
    Your graduation grades don't play any such role there.
