No, only on the basis of your two subjects you cant able to pass IAS because from this year there is no elective subject in preliminary exam but only general subjects are there. But in main exam you may use these subjects as your elective subjects.

study the general awareness and gk of general level along with attitude test. do deep study of your both subjects in detail. dont leave a single point from syllabus. both the subjects you have chosen are very good and can provide very good marks. subscribe some magazine which could provide you study
