If my 12th standard score is around 60-70%, will I get a seat in engineering at Technical University of Munich?

You have to give IELTS or TOFEL entrance exams to get admission abroad after graduation. Good luck.

No, you should have at least above 75 percentage, and also you should have good marks in entrance exam too. Only then, you can get admission in Technical University of Munich. Good luck. -
Well, it's hard to say, there are numerous courses offered there and each has its own set of requirements. Even courses on offer for international students may be taught in German. So, there are sections where German language proficiency is necessary. I would suggest you visit an education consultancy as well.
