if someone have 58% degree in b.tech(ECE) and want to do M.S. from U.S.....is he eligible for GRE..?????

Of course he is eligible. There are some colleges which give more credit to Maths marks. Some colleges consider Maths and particular subject marks. For that you need to provide your curriculum from university stamp. There is long procedure. To sum up he is eligible. GRE score matters a lot.
