Ignou MCA and J.U.

IGNOU MCA with 65% and GATE qualified, am I allowed to take admission under WBUT colleges, if not J.U.? If one ranks very high in gate percentile, shall he be allowed to take admission in JU, BESU or IIT's as the regular candidates do? (H.S. was under arts stream, Graduated under C.U. History Hons!)
