well in almost all universities you can change your college in 2nd year with branch .but that college should come under the university in which you are studying only then you can change it. they set a minimum percentage and according to it they make their own merit list and then you can get admissio

transfer of college or 'migration' from one college to another is possible within some inter-universities as wel but that is mostly limited to few seats usually 1-2 per branch and you need NOC from your current college as well.
