Im Anwar.B.tech(2012 passdout)ECE with 71%.GRE result 299,IELTS 6.5.can u suggest univ of USA and Australia 2 apply MS in Signals & system

I had 2 backlogs in B.tech and cleared them. GRE 299(q-156 v-143 awa-2.5), IELTS 6.5(L-7.5 R-7 W 5.5 S 6.5) can i get admission in gud universities wid Writin 5.5 or i should write IELTS exam again. And Which country to prefer Austrailia or USA.
