New Zealand accepts 15 year education but with 2 years of relevant work experience, you can apply for masters. Alternatively, upon completion of your 15 year education you can apply for PG Diploma courses in New Zealand (1 year duration) which could lead to Masters Programme.

With 15 years of education UK would be the best study destination for you, as universities in US requires 16 years of education for admission in their masters programme.
