Im low on gpa, with 2.0 ,planning for MS Engineering in USA, can i get into good univ like pennstate if get good GRE TOEFL score?

Yes obviously you can get into good universities with good GRE & TOEFL scores. But your scores should be 305+ in GRE and 90+ in ILETS-7.5 band
