.IME providing certificate writing by ball pen..i think this certificate is not allowed as degree in DUBAI,QATAR,SAUDI ARAB.,KUWAT ETC

Yes now a days only printed Degree/Diploma/Certificate are accepted. It also depends upon how old that Degree/Diploma/Certificates are. If it is 20 yrs old then it is accepted. Because at that time Computerization was not there
