Yes, you are eligible for BCA and class 12th should be more than 50% marks.

Yes, because some colleges except BCA students without maths in their PUC, but the top colleges definitely ask for mathematics.

Yes, you can take BCA, because you have studied Commerce with CS. Maths isn't needed.
