In IPU counselling, If I pay part academic fee after the first round to freeze my seat, won't I be able to participate in the next round?

According to the norms of GGSIPU, if you pay a part of the academic fees to freeze your seat after the round, then you won't be able to be the part for another round. You won't even be eligible for the spot counselling round too. In fact, the fees paid will not be refunded.
