In order to avoid reporting for icar college in 1st round can I put such colleges in which I won't get seat?

My icar rank is 1091 gen category want to participate seriously only in second round of icar counselling and in 1st round as casually as I can and main motive in 1st round is to not get any seat of icar should I put only 2choises bhu and pantnagar?
