In Shiksha's rank predictor tool to be filled up for merit rank followed by category? Is it category merit rank or common merit rank?
My common merit rank is 770 and category merit rank is 646.

It is a common merit rank. It's completely based on rank and it compares with this year's predictions. So go with your merit rank which is your overall rank in India in JEE Mains.
