There are so many colleges which offer MBA without CAT but that doesn't add value to your Masters and you may not get placed in a good company.

For pursuing MBA, it's better to do it through CAT but if you still want to do it without appearing in CAT, you are advised to visit https://shiksha.com to get the list of college options that offer MBA without CAT.

One generally pursues MBA for the enhancement of ones professional career. If this is your objective too then you should not shy away from CAT. In India almost all the MBA institutes consider it as an entry level test. Some institutes also have their own national level test for taking candidates for their MBA course.
You could also start working based on your graduation & after putting in 3 years of work experience you could pursue MBA through the part time route/ eMBA /executive MBA from some of the top colleges. For such a course, appearing for an open test may not be required.

It is wrong if we don't get a chance to know ourselves where we stand in this world. CAT is one of those chances. You should go for CAT and even if success doesn't come to you, still, you can get admission into a good college, but not a very good college.

There are many small colleges which offer you admission but then there is no point doing MBA from such colleges.
