In which college can my friend get admission to pursue BA or B.Sc?

Many colleges have 21 years as the age limit for BA or B.Sc. My friend is 22 years old.

He is in Kerala, but ready to join anywhere and he is interested in mass communication and journalism as well as criminology and also animation.
