    Dear Simon,
The fee slightly differs every academic session which happens in almost every institution around the world. Educational loans are dispersed by the bank as a whole. The bank may either transfer the amount to the college account every sem/every year or transfer to your account. You cannot take two loans but as a whole. Hope it's clear.

Fees is calculated per credit usually. It depends on the country as well as the university you choose.
