Yes the fees can be free or even as low as 500 to 1000 euros per semister.
Min you should have 60% marks and IELTS min 6 or even few univ take 5.5 also.

Hi Chirayu, need to know the subject to give you details of best Unviersities. for a student with technical background the TU9 universities are good. They are well known for technical education they provide. The names are RWTH Aachen
