Graduation is the minimum qualification for civil service exam and ips is a part of that.
first of all you have to complete your graduation and attain minimum 21 year of age.

So, first join a degree course, complete your graduation and simultaneously start preparing for UPSC Civil Service Examination, if you are selected for the same than only you can opt for IPS or IAS or IFS.
